The VA stated “not service connected”. How do i file an appeal? I was approved 10% for tinnitus. Also how do i go about getting an ID card to allow for base access? They will send you more forms to fill out. Don't do any appeals online. Do everything hard copy and signed by you and saved at your local clerk of court. Nest step if they just grant you nothing or too little, write your state representative and attach your court copies. You not use email! What state do you live in? If you suffered apnea while in the service but never evaluated for it/never documented in your military medical records, you are going to have one hell of an uphill battle getting the VA to say it was service connected.

As for the ID part, I would recommend you speak with the nearest base to you. Will probably have to get a day/visitor pass and then go the base ID office to find out.
