Going to Lewis for my next assignment and was told by a lot of old NCO's that the best way to go is to go to 160th SOAR and try out for green platoon. My question is, Can I volunteer in reception once i report to my next unit at the welcoming center or drop a packet once I am at my actual unit?

You have to wait till you get to your actual unit. You can also volunteer for 75th Ranger Regiment as well as they have a Battalion at JBLM.
If you like you can contact your branch manager right now if you haven't left your old assignment. Sometimes they will place people directly on assignment to the 160th, they may be willing to amend your orders to go to the 160th instead of your assignment brigade

If your pcs is a good chunk of time away you might rush to get in a packet. Your current unit is already losing you and you’re not yet an asset to your new unit, making it a good opportunity to get snatched up to go to green platoon. Contact a SORB recruiter
It’s a year or 2 required to be in your unit there before you can go to green platoon.

But get in touch with the recruiters to confirm the current rules and regs for attending assessment.
