My thought always was that she cooperated with the feds in exchange for immunity. Instead, it appears to be a political decision to avoid media backlash.<br />It is one thing, a bad thing, to give classified information to someone without the appropriate clearance or a need to know. It is another, worse thing to duplicate classified information for personal use. The investigation seems to show that Broadwell had an extensive history of this.
