We can tweak them slightly to improve the services and benefits they receive, but we cannot outright change them. For new personnel, pick a date in the future, and everyone beyond that point in time operates under the new regulations governing services and benefits. If you are suggesting the opposite, I have never seen benefits erode when a change is initiated, they are almost always grandfathered.
