Another way is to find a screen writer to do a treatment for it. You could try to compress it to a short that gets the crux of the story out where the main highlight and climax is filmed. That could be done by finding an indie film maker and someone who maybe able to shop for it. The best way is to have it in a script form where it can be easily handed over to writer to modify it. Even if studio backs it, that might only be enough to do treatment, where they will have to try to get people to invest in, ie executive producers to pour money into it. You must understand the story may stay the same, but they will add dramatic emphasis to it, if they feel it needs it in certain areas. Like they may replace actual people with fictitious renditions of like personalities. It all depends on the who controls it. Being that you would not be the major backer of your idea. You will be at their mercy if they decide to pick it up.
