Since most vacant Naval Reserve billets consisted of pay grades E-2 through E-4, the Navy decided to recruit non-prior service men and women. A guiding factor in the SAM program was the need for quality as well as quantity.<br />The Naval Reserve was authorized to recruit 10,000 SAMs a year for the first five years.<br />Young men and women could be recruited from age 17. If a high school junior joined the Naval Reserve, he or she could attend recruit training during the junior-senior summer and return home for the final high school year. After high school, a SAM could attend a Navy “A” school or remain with his or her home town reserve unit for on-the-job training.<br />About half of the SAMs qualified for “A” school and many selected for “C” schools. After these training periods, SAMs drill in or near their home towns and perform active duty training annually.<br />About one out of five of new SAM recruits where scheduled to become members of the Naval Reserve’s medical force. <br /><br />So it appears to have been a reservist program only so I don&#39;t think you would be able to get a Permanent Duty Assignment billet aboard a ship. Look at a LCS ship as there are reserve units for them. When I was there we were kind of the clearing house for getting Reservists placed around San Diego. They may have a clue, or at least point you in the right direction. Wish I could help more, but it was something I just let the Chiefs handle and didn&#39;t get involved, other than to welcome the new Reservists every so often. This is the resource that your Active Duty Career Counselors utilize when asking uncommon questions. Sine your request is about a program that existed in the &#39;90&#39;s there may not be many around that have detailed knowledge about this program. If you can provide more specifics on the program, then I should be able to point you in the right direction. However, most reservists utilize the Career Management System (CMS) Interactive Detailing (ID) program to actively look for and apply for billets. These billets can be to ships as well as OCONUS and CONUS commands. Unless you are a drilling reservist then you will not be able to access this website.
