How can a dependent use a JKO account to access education?

I will be PCSing to Germany next year, I thought it would be a good idea to learn some German so, I enrolled in the JKO German Headstart. My wife asked me if she could take it too but, since it gives promotion points, I told her she could not. Looking a little bit further, I found out that I can sponsor an account for her. She just set it up and is already taking the course.
Did you know you can sponsor a JKO account for your dependents?

Can't it's an vonapp account through the veterans affairs.
