The top dogs were rewarded for the lies and deceit of the lower level personnel. Wow. They all should be reprimanded (when caught doing or condoning what they've done) -- as a way to DISCOURAGE that behavior. Bonuses ENCOURAGE it. Good on Congress for taking this step.
