Situation, Task, Action, result for,at in resume. Communicate size of the organization, dollars of stuff or budget, environment (overseas, in theater). In the interview I discussed some of the situations I was in, the gravity/critical factors of the decisions I made. It's certainly not the end-all-be-all, but it works well as a general indicator of how much the candidate wanted to refine their skills and/or what their skill set might be capable of accomplishing. As a civilian, and someone without a masters degree, I can't really speak to the fact that degrees + rank are synonymous. But the function of "he has his masters" when looking at a candidate might not be that different from recognizing a Chief Petty Officer rate when meeting someone for the first time in the Navy. You don't know them, or what they've done, but you know whatever it is, they're recognized for it (by the DoD or an educational institution).
