CSM Charles Hayden Yes. The American Red Cross. Until two years ago, I lived in Pearland Texas. No longer live there because of hurricanes, tropical storms and constant flooding.

CSM Charles Hayden "Have you contributed to the victims of Hurricaine Harvey yet?"
Yes, fostering displaced family pets, transporting them, feeding them, microchip checking them to get them Identified and back with owners

Why not both? They have a little bit different mission set but both have the end goal of helping people. Either are good, I'd suggest donating "without strings" because when there is major disaster a lot of organizations have a large increase in donations for one particular disaster and other "events" run short.

If you're looking at "where your dollar is going": The American Red Cross spends about $0.90 of every $1 it receives on programs helping people, the other $0.10 is spent on administrative and fundraising expenses (this is an excellent ratio). (Charitynavigator.org)
The Salvation Army spends about $0.81 of every $1 it receives on programs. (http://www.give.org) Also a good rating.
(Basis of comparison: WWP is at $0.75 per $1 and USO is at $0.60 per $1)
