The CI committee was too fucking lazy to send broken training aids - like harness radios - to be fixed. All-in-all, it was a horrible course. At least, that was the plan when I was back at Fort Huachuca last year. At any rate, CIOC is basically just CISAC that is only attended by officers (with occasionally more emphasis placed on management I am told).
