In each instance the Air Force selectively continued Captains who were twice passed over for major. The selective continuation board considered at lest pilots and maybe other officers. Those selected were allowed to continue to serve to 20 years and retire. I don’t recall if they were considered for promotion after selective continuation. I flew with one of these pilots in Alaska while I was a major and Lt Col. He was an excellent instructor pilot. He resisted any additional duties and really didn’t much give a damn about the Air Force or the unit.
