You get situations where the assigned rater did not have much contact with the rated Soldier during the period and another soldier covered down. <br /><br />It&#39;s not supposed to happen as much anymore if the system is used correctly. When leadership fails and a NCO who rates one or more Soldiers leaves the unit without doing Change of Rater NCOERs for his NCOs, someone has to write those evals. Should it happen? Nope. But it does and it is not right. Happens quite frequently - especially CoR&#39;s. Old NCO PCS&#39;ed, You come in, and boom - your are writing NCOER&#39;s for 2 team leaders, or 3 squad leaders. You have absolutely no idea what they have done, or if they even deserve the excellents you have to put in.<br /><br />I cannot in good conscious penalize them for what their prior leader failed to do.
