Looks like that's still in committee, and hasn't been signed into law.

"certifies to the Secretary that such individual was denied a specific benefit under the Servicemen's Readjustment Act of 1944 (58 Stat. 284) on the basis of race." Could be hard to provide evidence.

This might have more teeth if it was a class action suit.
