To respond to my own question, I believe the next Commander-in-Chief needs to recognize that the world is headed down the path to World War III and therefore, needs to send a strong message to the world first, by building up the military to Cold War levels; second destroy ISIS and Al Qaeda and leave the area but destroy any new radical Islamic groups; and third, send a strong and clear message to the world not to screw with us or face the consequences.

Pick up a mighty hammer and swing it at the locations who think it is acceptable to attack the US: ISIS, Radical Terror, Al Qaeda, Taliban are to become non-existent. Iran and North Korea, no nukes, period. We will inspect, our timeline, non-compliance will result in harsh retaliation.
Secure the borders. Welcome those who would come to the US, the right way.
Bolster US Forces, as trouble is brewing in the world, and a trained force is far superior to a rookie force.

It's too late for this imposter's crew. BUT, if necessary, which it is, Obummer should immediately rehire a team of Republicans like Condi Rice, John Bolton, and, believe it or not, Dick Cheney, among other far more politically astute and highly skilled in foreign policy.
