A Fort Bragg soldiefor killing two News reported the update May 7. Two dogs found in NC, their throats slit and their bodies tossed on roadside Al Richard Charlie, 32, was charged with two counts of larceny of a canine, two counts of possession of stolen property, two counts of animal cruelty and two counts of improper disposal of a domestic animal when he was taken into custody Thursday by Cumberland County Sheriff's Office detectives. All of these charges will be charges at a felony level except improper disposal, which is a misdemeanor. Investigators learned Charlie went to the home of the dogs' owner sometime during the evening of May 4, where he killed two dogs, now identified as Lucky and Wanagit, by slitting their throats with a knife. Then investigators say Charlie placed the dogs in trash bags, drove to an area in the 2500 block of Camden Road and dumped them. Not only does Charlie have a prior charge of domestic violence, he was also charged in 2013 with unlawfully discharging a firearm. Charlie is in jail on $70,000 bond, and is set to go before a judge on Friday.

If he is convicted of the crimes he is accused of, I hope he gets the maximum punishment.

I abhor people who abuse/kill defenseless animals, particularly when they are someone's pets.

and Soldier are not compatible, if he was convicted he should have been administratively discharged. The Lautenberg amendment would preclude him from being to perform his duties.

If not convected, it may not have been enough for a Bar to reenlistment or 14-6 separation

SGT Private RallyPoint Member, when I think of the creatures of the earth, I'm always drawn to Genesis 1:28, which goes in part like this: "...and have dominion over the fish of the sea, and over the fowl of the air, and over every living thing that moveth upon the earth."

I'm not trying to create any religious debate, but this verse for me is simply my personal mantra regarding our responsibilities over the creatures of the earth. For me, I believe that "dominion" has a double meaning. Yes, we have dominion to use creatures as food sources, for clothing, even beasts of burden. However, I believe also that said dominion has a stewardship component. We have an obligation not to senselessly harm, torture or kill the creatures of the earth entrusted to our care. Such lack of stewardship is an abuse of the dominion that we have over the creatures of the earth.

Such abusers should be punished.

My views are that pets are part of the family. If all the details are true he needs full legal punishment and all military benefits revoked, chaptered and left outside the gate with a trash bag full of his possessions.

If he is guilty, throw him under the jail. There is no room in society for those who abuse animals or anyone who can't defend themselves.

Animal abuse is proven to lead to much worse behavior and is a probable indicator of psychopathic behavior.

The military's first and final straw with him should've been the domestic violence. it's regretful about the dogs, but thankfully it wasn't a person. I hope they lock him up for a good long time to do some thinking.

FAYETTEVILLE, N.C. — A Fort Bragg soldier has been charged in connection with the abuse of dogs that were found with their throats slit.

Al Richard Charlie, 32, is accused of killing a female Labrador mixed breed and her puppy on May 4 at the home of their owner, then driving to a wooded lot on Camden Road the next day and dumping them, the Cumberland County Sheriff's Office said.

“The mamma dog, her throat was cut so viciously that it completely transected,” said Dr. John Lauby, Cumberland County animal control director.

The dogs belonged to an acquaintance of the suspect, authorities said. The acquaintance is not a suspect in the case, investigators said.

Charlie, who recently returned from deployment overseas, is charged with two counts each of felony larceny of a canine, felony possession of stolen property, felony animal cruelty and improper disposal of a domestic animal.

"As far as I know, there was no cause to harm these dogs, and to see something that brutal done to two innocent creatures is very disturbing and very troubling,” said Lt. Elaine Smith, a Cumberland County animal control officer. “And we are hoping if this individual is found guilty, he will be prosecuted appropriately."

Charlie was charged earlier this year with domestic violence, and was charged in 2013 with unlawfully discharging a firearm, authorities said.

Officials received a phone call Wednesday night that may have led them to Charlie.

"A person had called and said they were the owner of the dogs and that they were going to come in and talk with them this morning,” Lauby said.

The discovery shocked Christopher Sanchez, who owns three dogs and lives near where the animals were found.

“I hope they really get found because this is really something serious,” he said. “It just as much might as well be a person. If you'll do it to a dog, you can might as well do it to a person easily."

With this history how is he allowed of base alone or for that matter still in the service. He was diffidently out to hurt some one by taking a part of their family from them then what. In my time he would have been restricted to the base at least and might even the Unit area, with CQ checks. He is a bit out of control. Did we fail him not addressing a anger management or PTSD issue?
