For an RT1523A or an RT1523D when you key the mic why would the screen be saying off?

Have you tried a different mic? Just an idea. Of course for some odd reason the power could be getting pulled. Does the screen go off when you do anything else?

As stated below check the mic, look inside the connector to see if the mic has four pins or five. You would want to use the one that have five pins. If you are using an amp make sure the antenna connections are clear and that is properly seated. Run a self test on the radio to see if you get any fail codes

Check the DATA Mode. I believe that you are seeing that the Data rate is set to off. (Set the FN switch to LD and press the 4(DATA) key to scroll through the data options.)

That said, you should not see the data setting by pressing the PTT, so the indication is, I think, what you have guessed, an internal card fault. It would be interesting to see if you set the data rate to something else if that becomes the display message when you key.

(And good for you knowing that we 25Us are not authorized to open the case.)

Not sure if this will fully answer your question, but I believe I can provide some insight on why your display is reading "off". This is because the data mode of your radio has been set to the "off" setting. This can be referenced in the bottom two cells of the table on page 5-32 of TM11-5820-890-10-8. I hope this answer is helpful, and that you are not experiencing any further issues.
