It depends on your PBO. Some allow the S4 to have that freedom and flexibility and others don't. Check your PBO's SOP

Here are 3 references that I found concerning the transfer of property. But I cannot find specific information about issuing the "Directive".

(1) Transfers of organization and installation property will be directed by the commander having command jurisdiction over both the losing and gaining organization.

It depends on who the Commander has designated, per AR 710-2. Generally, that's delegated to the PBO as part of their appointment. The CSDP tables, however, put the authority in table B-3, Parent Organization, instead of table B-2, Property Book Officer.

Also, check local policy; US Army Reserve Command specifically identifies PBOs as having lateral transfer authority.

PBO managed the books. If there needs to be a transfer it starts with them. The S4 only provides the directive once the mission is received but PBO actions it.

With GCSS the supply SGT creates a PR in the system and the PBO turns it into PO for the lateral.

Currently at the Bn S4 level we have the rights in DST (delegated by the PBO) to initiate a lateral transfer directive at our level if we see fit for property to be reallocated within our footprint. Upon our initiation, PBO would approve or deny it.

Are in a organic battalion or you are and MTOE unit. If you are and MTOE unit you should generated the DA Form 3161 this change when you are and organic battalion them this document is generated by the S4 section. The organic battalion is when you have a Hq and them the units A, B, C.

It's truly at the Commander's guidance and the SOP in place. I've been in both situations where LTOs are done by the S4 authorized/delegated by the PBO and solely on the PBOs daily task list. I delegate internal or SLOC to SLOC to the S4 and personal handle all External LTOs myself as the PBO.
