I would only offer to look at the Soldiers entire term of service versus the possible one wrong decision they made (even it is worthy of a chapter) and consider their perform as a whole. Because as if a Soldier fails to meet the standard, no award. I understand that there is a case by case basis on this. But so is APFT, HT/WT, failing to report, no shows. The only exceptions are for APFT and ABCP under certain conditions. Additionally, you cannot lift the flag until they have been assigned to the transition point (basically separated).<br /><br />Maybe the Army sees this as them not fulfilling their obligation. IMO.<br /><br />Perhaps this case could be situational and subjective to the commander's authority and policy. <br /><br />IMO this situation is BS, but I dont know the whole story.<br /><br />When in command...command. Make the decision and stick to it...right or wrong. If they can't then I and my commander were really bad Soldiers. We had a Soldier that just couldn't come up with a working FCP so she was chaptered. If thats the case how did they come in in the first place. I have seen too many use that to their advantage and when it comes time to seperate all of a sudden they have one or request to stay in and come up with a temp solution to passify command. I know of a soldier that did this and when it came time oh i have one 4 months later doesnt have one goes almost 6 mths with out doing anything only call in and when it came time again to start the paper work was asked if they wanted to stay in our seperate so given the choice again came up with temp solution and now only has to report in via phone first formation and lunch and everyone is saying if this soldier does seperate they deserve an award if thats so those that go awol flag for anything med board apft failures all deserve an award for failure to uphold standards, to adapt, disobeying direct orders and failure to comply to army regulations lets give them around of applause and here is a aam or a coa congrats. Regardless of what the regs say, in my book, discharge for FCP failure is a dereliction of duty - the SM is failing to provide for their dependents' well being. Are there some cases more blatant or contrived than others, yes. If I would ever have been in that position to have to submit a soldier for such an award, I could only have hoped there was an order from my boss to do so. I am getting out on a FCP and have been asked to research a bit about getting awards to soldiers who deserved them. I personally am choosing to join the Reserves after my Active Duty is terminated and would like to carry over my service. Another soldier is also separating for the FCP and is eligible for a Service Medal (they are working with HRC to ensure he still receives this award since it was for valor) but he was also an awesome well-rounded soldier who will now be getting out without a single award on his record.
