Since he will no longer be assigned government quarters, he draws BAH to cover his housing costs (or a portion of them anyway). I presume since you are NOT stationed with him and being an E4, you are assigned government quarters and are therefore NOT entitled to BAH, so no, you will not get BAH. If he moves from Quarters, he gets BAH (at Without Dependents rate), while you will still be in Quarters. Remember, you are NOT his dependent.
