Downsizing Units in Germany only to open bases in other European countries?

The only thing I could think of is, we had whole Divisions staged in Germany in preparation of invading Russia during Cold War. Now we just need staging areas to deploy forces to Areas of Interest. Also, maybe we are trying to spread the wealth and work more with some of our other Allies. Being NJARNG, I know our state is partnered with Albainia, and other states are partnered with other Countries. Small bases spread around Europe would give us more direct access to those Nations.

The Germans was crying about the possibility in 2006, it will probably make their economy take a nose dive.
