Does your Time-in-Grade pause while flagged?

Does your Tig pause completely while you are flagged? Example being flagged in August, having two month tig. And unflagged in January continuing with month three tig? Or would it continue and be eight months tig but you just cannot get promoted or awards while the flag is on?

Your time does not pause for a FLAG, and you accrue TIG for the purposes of advancement in rank just as though the FLAG wasn't there. The difference is that when you hit the benchmarks for PFC, you don't pin on until the FLAG is lifted and your DOR should be the date the FLAG comes off or the first of the month, per local policy.
What the commander may do is place an administrative hold on automatic promotion above and beyond the FLAG. Basically, this tool allows the commander to do the advancement manually instead of it being automatic in the system. The reason commanders like this is that it gives them a chance to eyeball the Soldier and have a conversation about moving forward and learning from mistakes.

Can anyone point me to where in 600-8-19 it says this cause I can’t find anything in regards to it?
