Does your state have "Kentucky Colonels"? Should such honorary appointments be partisan, nonpartisan, or support charities?

Many states/governors (and some military regiments) "appoint" honorary colonels, admirals, Lt. Colonels, Sgts Major, citizens, aides-de-camp, rangers, and so on. What does your state do? Why? Should they be/are they tied to politics, or charities?

This is almost as ridiculous as the rank/title/position/whatever of Lord High Admiral in the Royal Navy. It is roughly equivalent to Chief of Naval Operations.

I know of only a couple states that honor recipients with Commissions.
I recently was named a Honorable Kentucky Colonel for my service to the country, as well as volunteering and philanthropic means.
Kentucky colonel is the highest title of honor bestowed by the Commonwealth of Kentucky. Commissions for Kentucky colonels are given by the governor and the secretary of state to individuals in recognition of noteworthy accomplishments and outstanding service to a community, state or the nation.

My home state of Kentucky obviously has them. In fact, I recently received my 2nd signed certificate from the Governor. I earned my first one back in early 2004. My current state of residency is Texas and it has a similar program. There are a few variants of individual criteria, even one geared to women solely. All personal awards are bestowed upon with great distinction and honors. They are a big deal both in Texas and Kentucky.
