Commissions for Kentucky colonels are given by the governor and the secretary of state to individuals in recognition of noteworthy accomplishments and outstanding service to a community, state or the nation. In fact, I recently received my 2nd signed certificate from the Governor. I earned my first one back in early 2004. My current state of residency is Texas and it has a similar program. There are a few variants of individual criteria, even one geared to women solely. All personal awards are bestowed upon with great distinction and honors. They are a big deal both in Texas and Kentucky. Response by MSgt Jason McClish made Aug 18 at 2018 5:24 PM 2018-08-18T17:24:13-04:00 2018-08-18T17:24:13-04:00 2015-05-15T12:46:44-04:00
