Does the US need its own Nation Building to solve its problems?

To establish legitimacy between the local populace and the local government. Systemic problem areas in the US, is there a disconnect between the local population of those areas and the local government. I live in a small city, it was on 60 minutes for it's heroin epidemic. Living in a town it was run by it's residents. The problem areas say they don't want to talk to government. Need Intervention?

The United States NEEDS to transfer back to the states many powers usurped by the Feds. We also need to STOP celebrating diversity and start to celebrate how we are ALIKE. What makes us all AMERICANS...NOT White- americans or black-americans...JUST PLAIN AMERICANS and NOTHING comes before that.

I've thought about this for awhile as an idea and listening to local minority leaders and BLM activist in Boston talk on the news I took away from what was said as this.
They claim institutionalized racism exists and that white people have these great lives with money and they get nothing. They said the schools are so bad and that is white peoples fault so they drop out and resort to crime to make a living, encountering police. They say they do NOT want to cooperate with the police and give them information about the crime.
I ask how is that sustainable. We have areas in the CONUS that don't seem to have any legitimacy, similar to a village that harbors terrorists as a mental picture. The only way for a win-win is to have conversations with "villages" and link them to their respective "government" and as a reward they get aid and assistance. I would ask if it's doing a disservice to give government aid to areas that don't want to comply with government.
The most simple argument against the democrat party is that it wants all of these "programs" yet doesn't want to employ 1 of you liberal arts degree holding democrats, to oversee the programs such as social services, rather just cut checks without strings attached. They then turn around and blame conservatives when they get called for no oversight of the programs. It's a problem that does include everyone. I won't listen to the programmed liberal robots though that only speak 1960 hippy liberal and not their own ideas.
