Does the JTR allow DoD civilians to claim 100% per diem on travel days if it exceeds a certain amount of time? Can't find it.

The typical M&IE gets adjusted for first and last day. http://www.defensetravel.dod.mil/site/faqflday.cfm

Also if the actual rates are above, you can claim more but the orders must state actual costs authorized. We get that a lot in various remote locations as they use the nearest metro area as the base. An example would be Anchorage rates used for Kodiak or Adak.

So it just depends what's going on with the actual travel. People claim what they think or have receipts for but the computation is a mechanical process.

I think first and last day of travel gives them 75%. I am not sure though.

Sir, unless the JTR has been changed, civilians only receive partial per diem for first and last days of TDY, no matter the hours of time.
