The top of the chute is higher then the wings on the badge. How can the RDI sit 1/4 inch above the wings without being right in the middle of the parachute? The DA-PAM seems to be straight forward, and the top of the badge in question here would be the top of the chute.

On the Army service/dress uniform and the service uniform shirt, males wear the RDI centered 1/8 inch above the top of the pocket flap or 1/4 inch above any unit awards or foreign badges that are worn (see fig 19–136). When the coat lapel obscures the RDI, Soldiers may wear the RDI aligned to the right edge of the unit awards or the nameplate. Wearing the RDI on the service uniform shirt is optional.

The image may or may not be helpful.
