Does it actually say in a regulation that you cannot use flag spreaders?

Kind of, if you take the flag code literally as it does say...in part
"The flag should always be permitted to fall freely."
using spreaders, might be considered not allowing the flag to fall freely don't you think?

Did not agree, so took photo without spreaders. Advised of how it was against flag code. My older brother was in the Army and little one in the Air Force. You won’t see “Colors” displayed like that in the “Oval Office”.

Like the Constitution, the Colors are a living thing.
