Does anyone know why NCTS Diego Garcia is not in the unit list? As far as I can tell, the command still exists.

Damn Good Question. Not sure of the Protocol to add a site but there are plenty that are not here or if they are they have the most recent reincarnation of the command and or name.

It's name has been changed to NCTSFE DET Diego Garcia, maybe that's why? Just guessing :)
