The Commanding Officer would have to have a policy concerning this but more often than not it is based off of your immediate chain's approval and if it would interfere with your day to day military responsibilities. To be safe, submit a request chit up through your CO or talk to your Chief to see how far he/she wants it to go. State where you will be working and your hours and that it will not interfere with your duties. This will keep you covered if approved through your command. An approved request chit is golden...CYA "Cover Your A$#".
