Can someone go to ALC or get promoted in the IRR? How would someone go about doing either?

Yes to both. If you're in the IRR, you are managed by HRC's IRR/IMA Program Managment team*

Regarding promotions, just like the other components you'll go in front of a promotion board based on your Time In Service/Time In Grade requirements and if selected will pin on as soon as you are eligible (again, TIS/TIG) since you don't have a 'slot' that you are assigned against.

You'll contact your manager at HRC regarding getting slotted into PME classes.

While it's a bit dated, you can get a pretty good overview of the IRR by looking at the IRR Handbook*
