A CDL is not proof of experience. And an M915 with an 872 trailer does not equate to a Pepsi delivery truck. We had an accident investigation track all the way back to the schoolhouse because a private was licensed without the necessary experience, his HEMTT drove right over top of a German family, killing them all. I've seen the regulations mentioned. I seem to recall as a Company Commander in the mid 90 when I received a number of qualified helicopter mechanics that after going deep into the regulations we were able to send supporting documentation to the Ordnance School and get a wheeled vehicle mechanic certification and MOS awarded without having to send them all back to school. You may find it's worth checking out. Next have you spoken to any of your Warrant Officers to look into this? They are a wealth of information that's way under utilized!
