Does a senior enlisted or senior officer have to go AGR if you hit a certain rank in the Army Reserves or NG? For example CSM or COL?

The short and simple answer... NO.
You choose to apply for AGR and that does not guarantee you being selected for AGR.

No. However, when you get up to CPT+ and 1SG+, it is like is like working a part-time, 20 hr per week job and only getting paid for 2 days per month. In the NG, many of our very senior leadership positions are AGR or long-tour ADOS, such as the state CSM, Adjutant General, etc.

Actually the opposite. The most senior positons are only for drilling reservists. There are no AGR GOs in the reserves they are all on ADOS or other similar temporary orders.

Never heard of that before, most people I know that are AGR had to apply and be accepted based on their MOS and the need, I was offered 3 positions, but all were way to far from home so I did not accept.

No. In fact it is extremely hard to get picked up for AGR after certain ranks. There are fewer AGR slots the more rank an individual has. If there is no where to move, there will not be a promotion.

Due to the limited amount of AGR positions at higher ranks, many have to take voluntary rank reductions to accept the position. AGR positions in most states max out at the E-5 level. I knew a couple E-6/E-7 and one E-8 that took reductions to accept the positions at E-5 and E-6. E-5 pay with BAH pays much better then a lot of civilian jobs.
