The most senior positons are only for drilling reservists. There are no AGR GOs in the reserves they are all on ADOS or other similar temporary orders. There are fewer AGR slots the more rank an individual has. If there is no where to move, there will not be a promotion. AGR positions in most states max out at the E-5 level. I knew a couple E-6/E-7 and one E-8 that took reductions to accept the positions at E-5 and E-6.
