This is an unnecessary expenditure. When an officer is involved in a shooting, the first thing that happens is their firearms is obtained for evidence. They are then placed on leave in order to decompress. There is ALWAYS an investigation.

As a former police officer, this comes across, to me, as a slap in the face saying a department, or the department(s) doing the investigation into the shooting (because it is rare that the department/precinct that the shooting officer belongs to does the investigation due to conflict of interest) cannot do their jobs.
