Do you think there should be a program to actually teach civilian skills before transition?

I don't see how teaching "civilian skills", whatever that is, will help you on the outside. If your job in the military is to be Military Police, what other skills do you need in order to be a civilian police officer. You've learned the police stuff, you've learned team dynamics, team building, leadership, communication skills, public speaking, tact, decisiveness, bearing, courage, judgement and a host of other things. If you mean like powerpoint, excel...etc they have free programs online to learn that stuff
