WILL they. And the answer is, simply, no. China won't, India won't, Russia won't. Hell. The US probably won't. It would take a truly global effort to effect the kinds of changes that are needed, and humans are monkeys. Selfish bipeds who will ALWAYS look out for #1 first. Whether they're counting that as themselves, their family, their country, their God...whatever. It's not in human nature to give up something you WANT for something someone else NEEDS. <br /><br />And so? This gesture was worthless, in the long run. The problem is that China is doing something, some are crediting Pres. Obama for pressuring the Chinese into the deal, but however you want to frame it the Chinese are adopting cap and trade on carbon emissions.<br /><br />Actually if you look into it cap and trade was developed by the United States in 1990 to reduce sulfur dioxide emissions which directly contributed to acid rain, is actually resolved the issue of acid rain in the United States, and has been adopted by countries around the world as a way of combating this problem. Smog's an issue? Well, that's one way to build a legacy: Solve problems that are largely solved. Oh, that's right. It's not a problem in the US, at least not the one it once was. However it is growing elsewhere in the world as developing nations repeat the mistakes we made a century ago as we industrialized. Sad that they couldn't learn from our mistakes.
