We have a system in place, however they are individually adjudicated should determine this. BG Sinclair retired as a LTC, I guess they found hinky stuff going all the way back to O6. It is still a lot of money compared to many of us, but this is not a case for jealousy or moral relativism. What gets damaged is image, trust, and reputation, any effect it had on Naval readiness was probably minimal and at some point, they contributed to their service. Audie Murphy was, by some accounts, an alcoholic and wife beater, but also a war hero, movie actor, writer of country and western songs, and a poet.
