It's the opener and attention getter for the main event. Do you want them to require AD servicemembers to recite the preamble? There would be no right or wrong but to have the people actually read and understand what it is actually saying. <br />Those two documents say a lot, but as usual we teach people to read between the lines at something that may or not be there to interpret.
