I'd I'd like to think this would work, but in a unit that 'takes care of their own' everyone would be getting written up for superior performance.

Even if this were a good idea in theory, how it would get implemented would be 4 or 5 random "performance measures" that soldiers could strive to meet instead of doing their jobs.

I don't think you should offer bonus's for anything you can't practically prove.
