The police officer was nuts if the story is true based on the articles. The victim, while having a long record, was driving a car that backfired near/in front of a police station. Of course chase was given and the key item being that after they (driver and companion) were stopped and appeared no longer a threat, the officer jumped on the hood of the car and fired 15 rounds into the two victims. Nuts.
