Often times, I do not think that Soldiers get properly counseled and this creates as a very big cause and effect. If you don't think a Soldier deserves to get promoted, counsel him/her...mentor the Soldier and groom them for the promotion. Then as NCOs, be honest on the NCOERs you write, counsel the NCO, mentor him and groom him. I think sometimes this is a step that is often skipped and then someone is promoted prematurely. It is that moment where everyone is talking about someone getting promoted who shouldn't have. It is about taking personal responsibility for your soldiers and properly preparing them for the next step.
