Often times, I do not think that Soldiers get properly counseled and this creates as a very big cause and effect. If you don't think a Soldier deserves to get promoted, counsel him/her...mentor the Soldier and groom them for the promotion. Then as NCOs, be honest on the NCOERs you write, counsel the NCO, mentor him and groom him. I think sometimes this is a step that is often skipped and then someone is promoted prematurely. It is that moment where everyone is talking about someone getting promoted who shouldn't have.
