I've had great military doctors and not-so-great civilian doctors, and vice versa. Overally, especially lately, I've been more than satisfied with the care I get from military doctors. Also, the DSM just had a revision so the definitions for some psychiatric diseases are changing making their dx a touch difficult to those with the old standards. The opinions of the provider can sometimes also affect their diagnosis of certain conditions (especially if their criteria is "fuzzy").
