It's part of the 1934 National Firearms Act. You have to buy a special tax stamp. That curtailed a lot of sales, and added an extra paperwork step which discourages it in a lot of States, even where those firearms are legal. However, I don't agree with a 25% targeted tax on firearms that's obviously a not-so-covert way to keep guns out of the hands of law-abiding citizens.
