You already covered Covey and the 7 Habits, I would throw in Leadership Wisdom of Jesus Christ, Blunders in International Business, Road to Serfdom, Military Incompetence-How and why some operations failed.

I am old fashioned. I recommend reading up on the Principles of War. All these principles can be applied by small units to the Nation.

I'm recommend "Start with Why: How Great Leaders Inspire Everyone to Take Action", "Leaders Eat Last: Why Some Teams Pull Together and Others Don’t" both by Simon Sinek and The Constitution of the United States. I chose both books from Simon Sinek, because after reading these I started expecting more from my leadership and holding them accountable to their responsibilities and even curved my leadership style a bit and it helped me immensely. We all swore to support and defend the Constitution of the United States, so it might to helpfully to know exactly what we are defending.
