It will always create a better economic outcome. Yes, it is better they speak English and helps them become a success in an ENG speaking country.

It is a requirement, unless you're 50+ and have lived in the US as a permanent resident for 20 years.
Maybe a quinquenneal civics test should be required to maintain it. For certain, it should be required to run for any public office.
