Very sad but somewhat expected form the Bloomberg press SSgt Alex Robinson.
ISIS is as JV as the Obama administration is. Both have mature members; but, there are significant groups within both ISIs and the Obama administration that are JV - ISIS wannabe's and new recruits are JV.
The debt and breadth of JV within the Obama administration varies by staff and secretariat but is there in force nonetheless :-)

ISIS is extremely vulnerable to economic attack. The territory they hold produces only two things of value: Oil and agricultural products.
The oil is very susceptible to strikes on it's production and transportation systems. Turning off a pipeline in easy, and decimating the fuel trucks available in ISIS territory is likewise easy. Agricultural produce in the area is far below subsistence levels, and if they simply confiscate crops, they will find a lot of fallow fields next year.
The antiquity looting and bank robbing was a one time windfall. Taxing citizens for protection money and the like doesn't work if the normal commerce of the region grinds to a halt.
If I were in charge, I would pursue an economic line of attack very aggressively.

There's a perfectly good explanation for why the White House missed this. It was probably covered in one or more of the many CIA briefings he missed playing golf or on while on vacation. I'm sure his senior advisor, Valerie Jarrett read about it and just forgot to mention it to the President.

We too are vulnerable to economic attack. Our economy has been so badly degraded through government diddling that we can't afford to deploy the forces needed to combat terrorism. That is most likely the driving force behind drone warfare. It's war on the cheap...and with little risk...and little chance of significant impact. So, yes, there have been many "oops" moments during this administration. Obamacare. Throwing billions at failing businesses. Throwing billions more into green energy projects that failed. Regulating emerging businesses out of existence. Oops. Oops. Oops...
