National Guard General Resigns After 'Hurtful' Pranks By JCS

This sort of bullying has gone on far too long in the ranks, but it's never before escalated to the JCS.

If not, who? Remember the National Guard is dual hat (federal/state) and I think requires someone to speak up on behalf of the Guard at the congressional and White House level.
