Do transfer credits that don't apply to a degree count for promotion points, such as in this pic?

Unless things have changed since I was enlisted, yes they do. However you may need to get with your S-1 to ensure your transcripts get ipermed first.

The answer is Yes. When I transferred all my credits from one college to another, all of them did not translate into my degree program, so I'm full up on elective credits. As long as they appear on the transcripts total, they are valid for points. (which are worth X2 as much as before, 2 pts for 1 credit hour)

Have you thought about transferring your military training to civilian education? North Central Institute offers Credit Inventory Evaluation. I've had a couple of my soldiers pick up after they received their packet back from NCI. It costs between $265-$365 depending if you want to rush your credit evaluation. In my opinion it's worth every bit as you make up the money you spend once you get picked up. Hope this helps. Let me know if you want additional info.
