All I know is, in our exceedingly EO, PC Army, even if the answer was yes, I doubt anyone would acknowledge it in a public forum capable of being screen shotted.. I know that at various times during my career that senior enlisted promotion results were held up, and was always told that this was due to quotas not being met at the time for one MOS or another, now whether this was the actual case or not, I do not know, it was merely what was relayed to those of us awaiting the results. Promotions should be solely on there ability and quality of the soldier. For example you have the best ability to lead out of another soldier but instead they promote and able soldier but not the best based on needing to meet a quota of diversity. I would agree however that the promotion board should be diverse in order to insure the best soldier was promoted and not biased. There were actually law suits filed many years ago because someone mistakenly put the board guidance in writing. I have also heard people say " all I gotta do is stay outa trouble and I will get promoted because they have too". <br />Either way race should never be a category for consideration.
